BACKGROUND

Conventional energy and fresh water are becoming both more expensive and scarce. The United States' dependence on fossil fuels is having a detrimental impact on human health, national security, the ecosystem, and market stability. The federal and many state governments recognize that renewable energy, energy efficiency, water efficiency and water conservation are now a necessity. They have rightly concluded that the technologies to become energy efficient and conserve water are available, but insufficient financial incentives have precluded their adoption.

To help rectify this problem, since 2008, more than twenty states, including the pioneers, California and Colorado, have passed legislation that authorizes municipalities to make Property Assessed Clean Energy ("PACE") financing available to property owners for the installation of renewable energy and energy efficiency improvements. Under a PACE program, homeowners and commercial property owners borrow monies to pay for these improvements and then repay the loans through a special tax or assessment on the improved property.
